Not sure....not an expert....
but I would think the you need to have - whatever was milled plus whatever change you have from stock gasket thickness.
stock head gasket-milled heads @-.030= -.030 perfect fit.

I had Adjustable Push Rods installed in mine, and off hand don't know the brand.
When I had my FXDWG I had Crane Adjustable PR's and they were no problems for the 10 years I had the bike.

If you go w/ adjustables, go with something other than SE. If the guy doing the work does everything right, they're fine, but if he skips a step or two, the SEs are fat enough to rub on the covers.

Going to 95 will give you a boost in hp use a .030 gasket and you don't need any milling. You might want to cc your heads first, but you will be real close.
sounds like it will be a screamer, putting 06 heads on the 03, heads cc'd within 1 point of each other, chose not to mill, putting in 10:25:1 pistons with a 0.30 head gaskets to keep the 10:1 range,,

Rivera TaperLite CM adjustables are a good choice to prevent rubbing.

Don't know if you need adjsutable. I kept my stock rods, differant build then yours. I hope not to go back in there for awhile. So I kept stock, cheaper, easy to install, and less likely something will happen.

Lifters can take about .050 either way, so you don't have to have adjustables or -0.030 perfect fit, but if you want to keep it in the center of the range then the -0.030 perfect fit would be about right and are recommeded over adjustables.
If you have stock with .030 HG you are at -.020
If you have milled to around 80cc with .030 HG you are at -.030

If you mill the heads I would opt for a set of "good " adjustable pushrods. The whole term perfect fit leaves me rolling in dirt laughing, like HD can get parts to be perfect fit. There are way too many variables to really use a perfect fit pushrod from hd. Look at the deck height, chamber volume vs total height of the head, lifter block maching pad height, if you start checking these on several engines you will see these all over the place so perfect fit HMMM I would say " not so much" a good set of adjustables will work every time
