I told the city that the guy *lied* about his identity, he is a fraud, etc. that he obtained a city "contractor's license" fraudulently and perhaps the city should examine their vetting process. It turns out that their vetting process is making sure that they got paid their fee.
City then said "you'll have to reapply".
