Are there little rubber vent purge thingys on the back side of the lamp bowl/reflector (like on regular headlamp) that allow the housing to vent/breathe out moisture? Perhaps there is a failure between the lens to reflector seal allowing too much into the housing.
Have seen these kind of issues with modular incandescent headlamps.
This kinda stuff gets expensive.
