Question, if a heat pump system doesn't cool does that mean it won't heat also?
I'm a northerner so excuse if it is a redundant question to you southerners.

Depends on what the problem is. I know when mine died a few years back, it didn't do anything.

looks like in this case the heat won't work either...when low on freon neither will work right. but, if he has electric heat strips(emergency heat), he'll have heat as long as the inside fan works.

In his case probably not...It is a little low on refrigerant so he won't get much mechanical heating...If he has electric back up then he can set the t-stat to emergency heat and he'll be fine. Assuming of course he has electric back up...In NY all heat pumps have it because below 32 deg. mechanical heating becomes pretty much useless.
