In Illinois, you can get your CCL if you have meet all the requirements in the State Firearm Concealed Carry Act. Specifics are found in sections 25 and 30 of the act.

Costs $150 for the license, which is good for five years.

And tougher gun laws do zilch to cut down on gun crime because criminals, by definition, don’t obey laws. Oh that the sheep in our society could wrap their woolly little minds around that and realize that disarming the sheep dogs only makes them less safe.
States with the worst gun crime have the most draconian laws. Get a clue people. Law abiding citizens obey your ill conceived laws. Because they are “.LAW ABIDING “. Criminals DO NOT. Because they are “CRIMINALS”.

It means that you can't get a carry permit in Maryland. Look at the first link (the one that actually means something), then look at item #5 in the qualifications for a permit. "Good and substantial reason" means that you have to justify to the state why you need a permit. "Because I want one" isn't a good and substantial reason, nor is "self defense". Maryland offers a permit, but won't issue them, nor do they recognize any other state's permit.
