Neck bearings...

My roomie Chere Bhere has a 2006 V-rod. She bought it in 2010 with 375 miles on it. She replaced the neck bearing at 1700 miles. When Harley pulled them out they were full of dirt and grit. She now has almost 24,000 miles on the bike and she's having trouble with them again.

Is this a known problem?

Yes ma'am, it is a very common problem due to a few issues. First, the assembly line is notorious for short lubing the 3 tree bearings, another issue is the rake of the front end and last but not least, the bearing shield is crap. I recommend she take it to a small shop, have them repack the bearings with marine grade lower unit grease and then set the fall away. The marine grade grease resists water and is far superior to the H-D stuff. That should get her way down the road before she has to adjust the fall away again. She should get 25-30,000 before having to do any adjustments but 22,300 miles is pretty good.
