He hasn't described any suctions side pressure variations. And I don't think hunting will result will cause a delta of almost 30 degrees across the coil.

Take the blower door off the furnace and see if the airflow doesn't increase. The supply air duct static should be enough to allow the air handler to operate in its normal range. If not, cover the blower door opening about half way to introduce a little more static. Convoluted blowers need some static.

Are we sure the ductwork is intact and /or not restricted/imbalanced?

Improperly-designed duct systems are everywhere! Usually, low bidders will skimp on duct sizing and design (in order to be low bidder). Often, it leaves the home with a lifetime of inefficiency and sometimes problems like Ricky is describing. Add a restrictive air filter and it often drives a system into a deep-freeze mode. (Icing the coil)

Even if the supply duct system meets minimum requirements, often the return duct system will be skimpy, causing the same symptoms. But I think Ricky's is an upflow in a closet; probably with the return created by a raised floor in the mechanical closet. If that's the case, the only way to skimp on this type of return system would be to put small return grille(s) on it.

Taking the door off bypasses the return system and air filter.
