I just talked to Kay again. The neurologist confirmed it was a stroke, sounded like Ischemic. (Caused by a blood clot) This is the least bad kind. He's getting the MRI right now, the blood pressure's still insanely high. His leg is suffering from some loss of feeling now as well. It looks to be an uphill battle at this point. She said she'd call me when they got the results. I'll update as I know.
