If the tank liner is peeling, there's a GOOD chance it's spread through the fuel system.

Fuel Filter
Jets
Float Bowl
Needle and Seat etc.


One possible answer for starting with choke closed is, needle and seat is leaking causing overflow into carb, i.e. rich.

I would inspect and clean the fuel system from tank to carb. Complete disassembly, cleaning.

That's what I was thinking. There's a spot about as big as a quarter missing in the tank where the gas nozzle would hit!
