I'm not certain but I *believe* that it will bolt on the '10. I've a buddy running a '13 FLHX with a Bandit + a Bandit lockup and he switched to that cover.

IIRC, the Rushmore "low" had the narrower chain and reduced fill (1 Qt) of the case, to give it a narrower profile and the riders legs weren't spread as wide to give them better leg reach to the road when stopped.
