When this was first put into law, it was meant to be on any new model (semi auto) pistols coming into(onto?) the market.
Besides all the other requirements to get on the approved for sale in CA, they also had to have the micro stamping feature. Revolvers were exempted from this, because they don't spit out their empty casings willy nilly, unless they could chamber a .45 LC round or a 410 shell.
