If you want to maintain a 21" front wheel, then the springer front end that came stock on the FXSTS (which had a 21" front wheel) might be worth a look.

I don't think you will like it.
Overall, it's a really cool look. You're gonna learn new words when you try to stuff a springer into a tight, decreasing radius turn. Yes the shock is necessary. It keeps the front tire from "pogo-ing."
