Have used since I first started riding cross country in 1975, maybe I saw it's suggested use in Road Rider magazine back then.

We used to blink headlights on cars to warn about speed traps.

Bike headlights don't blink.

That's been around a long time. I don't know how "international" it is, but it's been pretty common in the US of A.

Why would a cop be doing that?

Most often used in group/column rides by riders in front to pass the info back the column of a PoPo ahead.

As for the Chipper, either he is giving a subtle warning to slow down or he was just in a mood to be funny.
