Likely possible if one were to get into the vBulletin code to make it so. However, it would also likely slow down loading the editor to what it takes now plus the time it takes to load all those smilies.

How are the standard smilies loaded? Does that window adapt based on use, or did you select the basic ones in there?

Standard smilies are loaded based on where I uploaded them to and the order I gave them.
Perhaps I could be more clear...
