I don't know anything about restoration or value, but it does look like everything is there. Start with hosing it off.

Awesome find,... beautiful old iron. If its all original and all intact, its certainly a diamond in the rough. A restoration is going to take a good amount of work, no doubt. A couple of years at least. Keeping it authentic 1946 Indian is the main thing and that is where the real value is.

We go to an antique bike auction twice a year here in MN. Trust me, a little restoration and it will be worth a pretty penny!!
