Powder coat them. I've had a ton done on my bike, including legs and wheels, all in black. Looks great and is tough as nails.

They could have done a better prep job, so it's not as flat as paint would be. It's not orange-peeled, but it could have used some wet sanding. It looks great from 10', but it's not a 12" paint job. Like I said, it's a daily rider and it's a plenty durable finish.
